Abstract
This article presents a theoretical and methodological study of reproductive behavior, intentions, and fertility factors in the context of their impact on socio-economic development and demographic security. It analyzes the need to create an inclusive environment for expectant parents and compensate for the costs associated with parenting. The study is based on a spatio-temporal analysis of statistics for 2008–2024 (some indicators since 1970) on fertility, marital and family dynamics, and age-specific rates. The empirical section assesses the state of the fertility rate and the socioeconomic consequences of its dynamics using the Republic of Belarus as an example, taking into account international experience. It is shown that fertility is closely linked to the economic and non-economic interests of households. Proposals for an institutional model for stimulating fertility are systematized. Key features of demographic development are identified: declining fertility, population aging, increasing delayed motherhood, and changing family attitudes. The need for systemic measures to reduce the costs of parenting is emphasized.
