THE ISSUE OF PERSONAL EXCHANGE IN RELATIONS BETWEEN THE BSSR AND POLAND IN 1921-1939

Abstract
The article focuses on the issue of personal exchange in the relations between the BSSR and Poland in 1921-1939. It is emphasized that after the conclusion of the Riga Peace Treaty, the issues of bilateral population exchange were dealt with by a specially created Joint Commission for Repatriation with centers in Warsaw and Moscow. In August 1924, the issue of personal became part of diplomatic relations between Poland and the USSR. In particular the Ministry of Internal Affairs of Poland and Bureau under the Central Committee of the RCP (b)-Central Committee of the All-Russian Communist Party (b) began to deal with the problems of repatriation. Attempts were also made to effect an exchange of prisoners through the military authorities. It is indicated that according to the “Treaty on personal exchange between Poland, Russia (Belarus) and Ukraine” concluded in march 1923, the implementation of the largest number of persons subject to personal exchange between the parties was envisaged.
