Abstract

This article describes the personnel policy of the Soviet government in 1939−1941. in the western regions of Belarus. The goals, principles and directions of work of the Soviet government in the field of personnel provision have been identified. The mechanisms for recruiting the Soviet nomenklatura in the region are determined, attempts to reorganize the directions of personnel policy are traced. The factors that influenced the decision-making to change it towards indigenization have been identified. The quantitative and qualitative composition of easterners and local personnel is analyzed.
