Abstract
At the present stage the problem of accelerated modernization of industrial-innovative development of Kazakhstan dictates the necessity to address to the historical experience of economic and cultural development of this country. All the more so in condition of global economic crisis, the experience of private initiative, social responsibility requires constant reference to history, the restoration of the «connecting thread of times», forgot-ten experiences and lost traditions. In southern Kazakhstan, despite the existence of serious scientific papers on the history of urban settlement and development of the region, the aforesaid period, when the province devel-oped capitalist relations quite intensively, hasn’t been specially scrutinized yet. The history of cities in post-reform period is also valuable because the regional characteristics have much in common. It seems that the study of the topic in the given chronological and regional framework will let us find out and comprehend some new approaches, introduce some important features into the history of urban development, socio-demographic processes and the development of the region as a whole.
