THE INFORMATION POLICY IN THE CONSERVATION OF ELECTRONIC INFORMATION

Abstract

We consider a number of international and national legal instruments governing the status of electronic media in today’s socio-cultural environment. The international experience of information policy in the implementation of access to electronic information analyzes on the example of key regulatory documents (UNESCO “Information for All” (2001), the “Charter of the digital heritage” (2003), “Moscow Declaration on the preservation of electronic information” (2011). The basic conceptual approaches to understanding the essence and the phenomenal electronic information as a source of cultural preservation of the documentary heritage for future generations as a universal electronic collection of texts and texts of the digital libraries. In terms of potential digital divide, there is a risk of the capacity constraints of certain social groups in the access to the information and communications contrary to the basic approach is a key in today’s information policy.
