PLANNING AND MANAGEMENT OF A CLUSTER PROJECT IN THE CONTEXT OF TURBULENT ENVIRONMENT: A METHODOLOGICAL APPROACH

Abstract
The use of a cluster approach in the economies of countries largely helps to increase their sustainability and competitiveness. Theoretical aspects of the management of the economy clustering process in the conditions of a turbulent external environment are developed in the article, including the features of the implementation of cluster investment projects, forms and maintenance of investment cluster projects. The creation and implementation model of the cluster project and the technique are designed, including steps: 1. Analysis of the external environment, the evaluation of the turbulence of the external environment (the indicators of the turbulence of the environment and turbulence levels) are proposed; 2. Determining the purpose of the cluster project; 3. Planning the stages of the implementation of a cluster project (the types of cluster strategies in different conditions of the external environment are substantiated); 4. Determination of sources of financing the implementation of the steps of a cluster project; 5. Implementation of the steps of a cluster project for the selected cluster strategy; 6. Evaluation of the effectiveness of the implementation of the cluster project (a system of indicators is proposed).
