Abstract
The article provides a critical review of the foreign and domestic scientific research on social innovation. The author’s definition of the social innovations as an economic category is based on the analysis of the national European experience in the introduction of social innovations. A model of institutional conditions for the implementation of social innovations has been developed in the article, taking into account the regional development. The article proposes an approach to the classification of social innovations according to the following criteria: according to the level and volume of social innovations; according to the spheres of public life; according to scale; based on the social structure, which increases the budget spending efficiency in the implementation of social projects. In order to improve the public expenditure efficiency on social projects, a performance budgeting financial mechanism has been developed in the article. The proposals for the introduction of strategic development programs of the regions are given in the article, taking into account the social impact and the urbanization level of territories.
