SCIENTIFIC AND PRACTICAL COMMENTARY TO ARTICLE 23.59 OF THE REPUBLIC OF BELARUS CODE ABOUT ADMINISTRATIVE OFFENSES

Abstract
The modern Belarusian legislation on emergency and martial law is considered. The law-enforcement practice in the area was studied, a survey of officials supervising and monitoring compliance with the legislation on emergency and martial law (in terms of administrative law enforcement) was conducted, on the basis of which a scientific and practical comment on the application of administrative responsibility for violating the legislation on emergency and martial law. The comment formulates a list of the main offenses falling under the administrative norm on violation of the legislation on emergency and martial law. Recommendations are given on the procedural implementation of administrative responsibility under article 23.59 of the Code of the Republic of Belarus on Administrative Offenses.
