ON LABOUR DISCIPLINE STRENGTHENING IN THE REPUBLIC OF BELARUS

Abstract
The Decree of the President of the Republic of Belarus No. 5 “On strengthening of requirements for the managing personnel and employees of the organizations” dated December 15, 2014 has been analyzed and it is concluded that the Act of the President represents a historical method of strengthening production and technological, administrative and labor discipline. General provisions of the Decree are reviewed: recognition of additional means of employees stimulation and penalties application by the heads of organization; provision of legal consequences due to termination based on discrimination; introduction of a right to withhold from workers the amount of damage caused to the employer and others. The content of the Decree is compared with the Constitution of the Republic of Belarus. Series of the Decree provisions are proposed to be specified: to establish a jurisdiction of disputes on recruitment consideration; to release public authorities from responsibilities for the Decree № 5 enforcement.
