SOME FEATURES OF INTERACTION CHAMBERS OF BICAMERAL PARLIAMENTS AND EXECUTIVE AUTHORITIES IN THE LEGISLATIVE PROCESS: THE PRACTICE OF MODERN EUROPEAN DEMOCRACY

Abstract

The article discusses the most important aspects of influence of the executive brunch on the legislative process. Because of the actualization of the bicameralism trends, in the article analyzed only the experience of countries with a bicameral parliament. The system of checks and balances based on the postulate of equality of Parliament and Government in the higher authorities. But in reality, state-legal practice differs from the legislation. The relative independence of Parliament stated in a presidential republic, but in the meantime the government plays a crucial role in both the management and in the legislative process. Analysis of how the other branches of government affect the performance of legislative powers to the Parliament, it is important due to the fact that it is the adoption of the law is the process that provides a real opportunity to influence the course of political processes in the country, as the most important policy decisions are reflected in form of the law.
