INTERNATIONAL LEGAL PROBLEMS OF COMBATING CHEMICAL POLLUTION OF THE ENVIRONMENT

Abstract
The article is devoted to current problems of international environmental law and national legislation of the Republic of Belarus related to chemical pollution of the environment. The development of industrial production, an increase in the consumption of goods containing chemical pollutants, height in the amount of production and consumption waste, as well as global climate change have necessitated the need to intensify the efforts of states to protect the environment from chemical pollution. The author analyzes the norms of international law, UNEP, EAEU environmental programs and proposes a number of legislative changes, in particular, the introduction of the institution of comprehensive environmental permits. In the author’s opinion, this will make it possible to implement an integrated approach to the environment and extend the permitting system to all types of activities that pollute the environment, ensure control of the level of waste generation and handling, prevention of soil and groundwater pollution, will reduce the number of accidents and their consequences, ensure public participation and informed decision-making, minimize the likelihood of transboundary transport of pollutants and, ultimately, contribute to the achievement of the Sustainable Development Goals.
