APPLICATION OF MONETARY INSTRUMENTS FOR ENSURING EXTERNAL ECONOMIC BALANCE IN RUSSIA AND KAZAKHSTAN WITH THEIR FURTHER USAGE WITH REGARD TO THE CONDITIONS IN BELARUS

Abstract
The basic monetary and financial instruments, which regulate foreign balance in the Russian Federation and Kazakhstan are considered. In practice of the use of financial instruments emphasis was made on discount monetary policy (control with the use of the refinancing rate and the discount rate of the central bank), as well as the use of special and derivative financial instruments.The possibility to unify the system of taxation in the Republic of Belarus with the one in the Republic of Kazakhstan is shown to bring the investment conditions clos-er and to run a business to actively realize national interests within the framework of Advisory commission on financial markets.
