SOCIAL AND ECONOMIC SYSTEM ASSESSMENT: “SMALL OPEN ECONOMY COUNTRY” PRINCIPLE DEVELOPMENT

Abstract
This paper investigates theoretical justifications of the social and economic systems, defines the model of a mixed economy, and develops the “small open economy country” principle. Currently western economists classify social and economic types of economies in the form of ownership of production means and methods of coordinating and managing economic activity. In reality the socio-economic system covers the entire system of social, organizational and economic relations. Therefore, the conclusion has been made that in many developing countries in a mixed-type socio-economic system the determining role is played by public ownership. The need for the formation of a mixed economy in Belarus and Russia as a contradictory socio-economic system is objec-tively determined. The development level of the productive forces in the modern economy in these countries is heterogeneous in various fields, sectors or industries. The study shows that in the emerging and functioning polymorphic socio-economic system of the mixed type much depends on the social and economic progress. It is advised that the state as a subject of state ownership in managing property considers the specifics of the model of a mixed economy and the principle of a “small open economy country”.
