THE FINANCIAL MECHANISM OF HUMAN CAPITAL REPRODUCTION MANAGEMENT: CONCEPTUAL BASES OF ITS FORMATION, ELEMENTS

Abstract
The “cash flow”, “economic mechanism” concepts were investigated. The system of financial flows for human capital reproduction was worked out. The author defined the key elements of the financial mechanism for human capital reproduction management: financial methods (planning, forecasting, fund creation); financial instruments (indicators of efficiency of financial management of human capital reproduction and their critical values), financial leverage (the human capital reproduction fund, investment in human capital), informational support (information support system of financial management of human capital reproduction); management tools (decision-making algorithm , monitoring and efficiency evaluating). The result of the research is a devel-oped financial mechanism of human capital reproduction management as the basis of financial management of the subject of study.
