STRATEGIES FOR ATTRACTING HIGH-SKILLED SPECIALISTS IN INTERNATIONAL LABOUR MARKETS: MACRO- AND MICRO-LEVEL

Abstract

The article analyzes the main strategic approaches and tools for attracting high-skilled specialists used in world practice at the macro and micro levels, and suggests promising areas for their application in the development of competitive high-skilled specialists attraction strategies. The dynamics of migration of high-skilled specialists is assessed, and the main trends in changing strategies for attracting high-skilled specialists in developed countries in selective demand-driven and supply-driven migration policies (increased electivity, hybridization of supply- and demand-oriented systems, active use of cross-sector partnership technologies at all stages of strategic measure development and implementation, development of region-specific high-skilled specialists attraction programs, and the growing role of integration measures at all levels of society) are shown. The tools for attracting high-skilled specialists are systematized in organizational-informational, economic, and socio-integrative areas. The results obtained can be used in the formation of state migration policy, as well as in the development of corporate programs to attract and retain high-skilled specialists, and to develop the employer's brand.
