ABOUT THE MECHANISM OF STATE REGULATION OF HIGHER EDUCATION SYSTEM IN THE REPUBLIC OF BELARUS

Abstract
In the article definition is formulated and directions are considered to improve organizing and economical mechanism of state regulation of higher educational system. Normative system of financing is suggested that includes determination of standard of branch financing relative gross domestic product; standard of a student financing; quotient considering cost of education of specialists of different major; quotient considering improvement of resources base to develop education of specialists in demand at labour market. Mechanism is suggested that stimulates development of interaction between higher educational establishments and personnel consumers. The necessity is concluded to compensate expenses that were spent on improvement of education quality of students trained on budget basis by enterprises – personnel consumers. The necessity is grounded to improve the mechanism of provision education quality, optimize procedures of state control, measure of consumer satisfaction by quality of educational services and educational process.
