THEORETICAL AND METHODOLOGICAL PRINCIPLES OF ENSURING OF EXTERNAL ECONOMIC SECURITY IN THE REPUBLIC OF BELARUS IN CONDITIONS OF INTENSIFICATION OF INTERNATIONAL COMPETITION

Abstract
The essence of the concept “foreign security” is disclosed. The basic principles and factors of its ensuring and threat to vital national interests are shown. The indicative system of the estimation of external economic security in the Republic of Belarus according to the system of indicators taking into account the national statistics and international experience from 2000 to 2011 is scientifically based. Assessment is carried out on critical points of safety (the threshold), the formation of standards and specifications that are produced by cross-country comparisons. Going beyond the threshold pointed to the negative destructive trends in security, which interfere with normal social and economic development of the country. Comparing the actual values with the threshold, three groups of indicators of external security, depending on the dynamics of their value and relevance to the threshold level are singled out. Analysis showed what indicators are at risk and threaten foreign security. Specific measures to prevent the identified threats and fulfilling of their negative influence are proposed.
