Abstract
The probability of formation of traffic congestion from the volume ramp flows adjacent to the highway is set. In the confluence area of streams of the vehicles moving along the highway is two lanes, reducing the throughput of the basic segments of the motorway. The methodology, principles and stages of managing access to roads of higher categories, aimed at improving the efficiency of their operation are given. The proposed method allows to estimate and optimize the management of driving on the motorway flows with positions to minimize the total lengths of the queues of vehicles that occurs on the adjacent entrances through the introduction of adaptive control systems of transport demand.
