DEVELOPMENT OF PERSONNEL MANAGEMENT SYSTEM IN ENTERPRISES RELATING TO SMALL BUSINESS: ORGANIZATIONAL AND FUNCTIONAL ASPECTS

Abstract
The peculiarities of enterprises related to small business entities in the Republic of Belarus, including quantitative and qualitative characteristics, are considered. The authors determine the specifics of the implementation of the function of personnel management in small enterprises in comparison with large businesses. It is emphasized that solving the problem of limited or ineffective implementation of management functions in the field of personnel management lies in the plane of improving the management subsystem of personnel management. The research conducted by the authors of the article on the practice of personnel management at small business enterprises made it possible to identify approaches to the formation of a personnel management system at small enterprises. The construction of a personnel management system at the enterprises under study should be oriented towards ensuring their organizational flexibility, application of modern management technologies and based on the process approach.
