Abstract

The article examines the legal aspects of the creation and operation of clusters in the Republic of Belarus. We consider foreign legal experience, including the experience of the Russian Federation. The main provisions of the Concept for the formation and development of innovative industrial clusters are analyzed. The general legal characteristic of the cluster is realized and its place in civil law is determined. It is pointed out that it is necessary to develop the theoretical and legal foundations for the institution of cluster development. The basic concepts concerning the order of formation and development of clusters are considered. Particular attention is paid to the concept of “cluster”. In clause methods of formation of clusters, and also stages of creation of clusters are considered. Conclusions are drawn about the research topic. In addition, the article contains specific proposals on the formation of legislation on clusters.
