Abstract
A definition of innovation cluster as the integration and interaction of science, business and government, where the main actors are the science and education. It is proved that this understanding of the cluster as a result of the effective interaction involves elements of “sustainable development of the labor market – the competitiveness of the national economy”. In this paper we present an algorithm for estimation of innovative potential of the Vitebsk region. Analyzed production and technology, personnel, financial and economic dimensions of the innovation potential of the region. Noted that a key role in ensuring the development of the economy belongs to the industry. Revealed that the region specializes in the production of electricity, petroleum products, machine tools, limestone and dolomite powder for liming acid soils, TV, linen, shoes. The paper identified and are ranked the most vulnerable factors of Regional Development.
