Abstract

The basic concepts of atomic law, pointing to the adverse effects of the nuclear activity are considered. On the example of the legislation of Belarus, Russia and France, as well as international acts the concept of “accident”, “incident”, “ionizing radiation” and others are characterized. Theoretical and legal bases of classification of adverse effects of nuclear activities, taking into account the institution of risks in atomic law are suggested. Special attention is paid to the main conventions on nuclear activities in respect of the adverse effects on people and the environment. The bilateral agreements in the field of nuclear activities, with the participation of the Republic of Belarus, as well as the acts of the IAEA on nuclear safety are considered separately. The conclusions are made concerning the institution of nuclear safety in nuclear law, allowing to increase the quality of legal regulation of relations in the sphere of nuclear activity.
