ATOMIC SYSTEM RIGHTS OF BELARUS: THEORETICAL STRUCTURE AND LEGAL GROUNDS

Abstract
On the basis of the concepts of the legal nature of legal relations, realized in the sphere of nuclear power, an attempt to justify the theoretical structure of the law, governing the various types of nuclear activities, is taken. The definitions, relating to the subject matter and the method of atomic law, are being proposed, as well as the subject and methods of atomic law of the Republic of Belarus are being defined and characterized. The methods of atomic law of the Republic of Belarus are being described. The main attention is focused on the identification of the elements forming the system of nuclear rights of the Republic of Belarus. A theoretical basis for structuring the rules of law on the sector, subsector and institutions is being proposed. With regard to the topic of research the selected aspects of codification as well as foreign legal experience are being examined. In accordance with the research the conclu-sions on the need for the structuring of the law, aimed at regulating various nuclear activities, are being made.
