LEGAL FOUNDATIONS OF THE INSTITUTION OF INFORMING IN THE NUCLEAR LAW OF THE REPUBLIC OF BELARUS

Abstract
The article deals with the legal institution of informing under the legislation of the Republic of Belarus on the basis of the principle of transparency in the nuclear law. Different concepts are defined in the institution of informing, as well as the content of its major categories: the right to be informed, the informing, the informing system, information, authorities responsible for informing, sources of information, ways of informing etc. The author studies the laws of the Republic of Belarus on transparency and informing as well as the procedure of providing the information and the methods of informing. Special attention is paid to different conventions in the field of nuclear security and radiation safety. The article also pays attention to the legal experience of France in the sphere of nuclear activities, including transparency, informing and preserving the environment. Taking into account the rules of the current Belarussian legislation the author makes some suggestions to improve the legislation on the nuclear activities, including transparency and informing.
