Abstract
The article provides a methodological analysis of using vehicles equipped with satellite navigation receivers as mobile sensors (probe vehicle data, PVD) for traffic monitoring. Requirements for sample representativeness, trajectory data processing, macroscopic traffic flow reconstruction, and volume estimation under incomplete data are examined. A PVD integration framework with intelligent transportation system (ITS) components adapted to the road network of the Republic of Belarus is proposed. Approaches to data validation are substantiated and method limitations are described. It is shown that the transition to distributed monitoring based on traffic flow fundamentally alters functional requirements for stationary road infrastructure.
